Most ISP's/hosting providers charge very little for a dedicated IP address. Having the insurance is nice for any major site, especially e-commerce that could garner significant business/traffic. If you're hosting those sites on shared server, you never know what other sites could be on that same shared IP address and the insurance is nice to have. Having a dedicated IP address is never a bad idea. A big mistake I see/hear is just that people think they need to have a dedicated IP address to get into the search engines, which isn't true.
